That's actually a good question. I actually think it shouldn't matter what class you fly. Particularly in Basic, as far as IMAC members are concerned, there are rules in place that keep a person in the basic class from "dominating" the class - a very important aspect, IMO, as it will keep from discouraging other basic guys. After a basic guy "places well" in a certain number of contests, he has to move up. If he is not a member, I don't know if that rule can be enforced, in which case he can continue to dominate (I may be wrong here).
Here in AZ, at the inaugural IMAC event (Superstition), I think they charged $30 for IMAC members, and $50 for non. But the extra $20, instead of being a "penalty" for not being an IMAC member, was used to get that competitor his membership.
