Yes,

Many pilots think that at or below maneuvering speed (Va) they can apply full and abrupt control inputs on any axis, direction and in combination, since most POHs don't make it very clear that in the majority of aircraft Va is actually the speed at which full and abrupt movement of the elevator control in the aft direction will result in a stall rather than exceeding limit load factors.

So when at or near Va (below), the same sort of input but with a forward push will often exceed limit load factors. . .a full and abrupt movement of the elevator in the aft direction WHILE rolling may also result in structural compromise or failure. Some aerobatic pilots use 2/3 of Va as their rolling Va, but that's not going to cover all designs. . .some manufacturers state that when above Va you must not add any more aileron than that which corresponds to the maximal rate of roll when using full aileron at Va.

Different aircraft may have different statements in the POH, and may have different certification methods as well, but generally this scenario is true. . .so it's very smart to look into this issue further before yanking and banking in your airplane at (or even just below) Va, and thinking you’re safe!
