Fairly simple...without air movement over the control surface it has no authority...if the rudder and elevator is in the water, the air isn't flowing over the surface.

How bout this: H2O has a greater density than air, therefore with greater density wouldnt it create greater forces, thus making the authority greater ? But with greater authority comes greater friction or drag.... Thus causing untoward effects such as SPLASH ! .... same way that an airfoil becomes more efficient with lower density altitudes, IE cool heavy dense air make s the wing, and prop bight harder.
