You had to work pretty hard to get the 100cc to 29 pounds. You get 29 pounds by not trying at all to keep it light. Lightly equipped, DA powered 100cc Extras are coming in at around 27 pounds, easy. My BME-powered one was 25.5 pounds. Cans, big batteries, powerboxes, pilot figures, etc. were not considered when obtaining the bottom-line weight.
I can tell you that there is likely no way to get an ARF plane this big in at under 38 pounds unless dedicated weight-saving techniques are used.
It is most definitely going to take:
single 8711 or 9156 servos per elevator half
two of the same on the rudder instead of three
dual servos per aileron (looks like that is already how it's set up)
lightweight batteries - meaning not nimh's and not 5200 li-ions. More like dual 2100 lipos or dual 2300 A123's on Rx and a 1400-1650 4-cell nimh on the ignition.
stock mufflers
CF or no spinner at all
no pilot figure
a few lightening holes here and there

Following that, I bet you can get in the 38 pound range...
