Hi there and thanks for the questions..
Here are the answers:
As far as I understand, you charge strings of 3 cells in parallel. !!!! - the cells are in serial and the strings are in parallel.

Each string of 3 cells is charged as a string, with balancing tabs between the cells, so you should balance too ! Yes we are balancing during the charging process

How do you balance, in a shunt resistance or by moving electrons from one shell to the other ? - Shunt resistance

I work presently with 12s2p (4 coupled packs), that are presently charged in CC-CV under 48V, 20A.
As you said you must balance the cells, you can get a balancer and charger or just balancer.
