I just got off the phone with Horizon, they confirmed the low needle should be flush with the top of the plastic arm. Set that way from the factory.

Sorry to tell you, but Horizon gave you bad information. I have set up numberous Saito engines and they all come with the low end needle very rich. Usually takes 2-4 turns ins from factory setting to get them right.
