No ones answered your question Paul so I will. It should be fine so long as the wood is good quality and well glued to the rest of the fuse. Some tests you can do are try the twist the fin left and right with the rudder attached and try moving the fin laterally (side to side) with one person holding the tail tube. This will give you a good idea of its strength.
The rudder will add considerable strength to the whole thing. Minor flex is a good thing as it displaces load.
