Yes they do and the technology certainly exists to make them transponders with GPS mapping so the 400 foot ceiling can be enforced. Depending on how far they want to take this, it could kill giant scale. But I am sure they don't want that, so will probably just make you get an exemption...for a nominal fee of course.

If you are scratch building, that will classify you as an "OEM" of drones and will require you to register as such. That will essentially pit you in the same category of such companies as Boeing, McDonnell-Douglas, etc. You HAVE filed all of the proper documents, right? LOL

Are you actually operating under the delusion that this is somehow related to whomever happens to be in the White House?? If so, you needed to watch the video of the Congressional Committee from a couple of weeks ago about aviation/drone rules. Chaired and a majority of Republicans, and THEY were the ones calling for the strictest rules.

This is an FAA thing, no matter who is in charge the beast has been released and their rules monster is on the loose. Democrat or Republican in the WH will make zero difference to this. They BOTH think them "drones" are a danger and SOMETHING (anything) must be done about them.
