Default Lanier Extra 300S 25%

So I have an unfinished kit I would like to build. I see that if I had the 33% Lanier I could get a fiberglass cowl and foam turtledeck, but it looks like I'm stuck on the 25%. I was thinking it might be easier to build up a turtledeck from lightply and stringers than figure out how to cut foam.

In the discussion of other Lanier kits, people say to make the control surfaces bigger, are there any guidelines for that?

Forgot to mention I was unsure if 25% is even giant scale nowadays, some of you guys are going to be building 110% Extras soon.
