Default Contest Director test question

I think I know the answer to this but I wanted to get the opinion of the group.
On the AMA Contest Director test, the third question asks the following:
"Deviations to the rules for rule-book events are allowable as long as the contest director announces the changes at the pilots meeting......true or false"

Now the Competition regulations clearly state that any deviations to the rules in rule-book events need to be detailed on the sanction request and reviewed by the technical director for, 1) possible safety or procedural concern or, 2) determination of whether the deviations will be allowed, and 3) which sanction status, A or C will be assigned.
There are several sentences that describe the notification process of the rules deviations to allow all contestants enough time to digest and determine if they want to participate.
Pretty clear right?
But a few paragraphs down there is the following statement:
"Rules deviations either announced in advance of contests or by necessity first announced just prior to the competition due to immediate concerns, must not be arbitrary,involve personal bias, or unnecessarily violate the competitive tone and historical integrety of any event"

So with this statement, I would have to assume the answer to the above question is "true" because this statement gives the CD the the implied authority to make rules changes based on "immediate concerns".

So what do you all think? Its the last question I have on my test. Thanks in advance for your input.

the answere is true the cd can deviate from the rules..
