Default Lipo balance problem

Hi there

I have a problem whilst charging using my Turnigy 8150. A majority of my lipo's won't balance to 4.2v per cell. Generally 1 cell whill sit at 4.2 and the others wont go past 4.17 / 4.18. This is on a majority of different packs some brand new some nearly new 3,4 & 5 cell. The result whilst balancing is that the charge will not end and carries on until manually stopped. If I charge without balancing all cells hit 4.2v and the charge completes.

Does anyone have any idea whats going on ? :-)
