Default battery problem

Ok one of my new tp 4000 mah 2s packs takes more of a charge then the other one, Today i did two short flights due to motor problems, i did a top off charge just to see where the packs are. With a Tp 6c charger and the balance boards i started the charge and after about 25 mins one pack was done with 150 mah put back in the other one went about 40 mins and took 600 mah what gives i balance when charging what could be going on.
