Does the Power System Competition 12 Turbo Have the servo matching and reversing on it.

No, it was designed to be used with 12-channel radios that have these features in the transmitter.

your JR 11x has those features built into it, so you would just need at least a 10 channel rx, but keep in mind, Smart Fly doesn't recommend that you use a "powersafe" style JR receiver with thier boards.

So would it be ok to use the Competition 12 Turbo with my 11x. The only reason I am asking is I can get a new Turbo 12 at a good price.

yes there would be no issue running the smart fly with your 11x. just use a 921 or 1221 reciver. and don't plug the reciever power from the smart fly into the bind port.
