Controller temperature will go up do to higher current and it will go up further due to partial throttle operation.
Current will not go down much, albeit chopped/pulsed. The motor will see/feel average current (due to larger heat capacity(, but the (much faster) electronics will see/feel the peaks.

Not as much as when going from 3s to 4s though.

The temperature mentioned is much less of an issue for controllers with active freewheeling (= synchronous rectification), e.g. the APD controller family.

Propping down will always keep current in bounds, even when one makes a transmitter setup mistake.
